INTRODUCTION

Ussoforal is a representative Association of the children from the Neighborhood of Plaque 2, independently of their origin, religion, sex or age.

Ussoforal´s headquarters are in Bissau, in Plaque 2.

Ussoforal´s main objective is to promote the defense of the Child's Rights by all possible means, moral interests, materials, socio-economic and cultural of the Associates.

a)    To develop constant work of organization inclined towards the increase of their social, cultural welfare,  juvenile and sport;
b)    With zeal to participate in all problems that affect the associates, defending the freedom, rights consecrated in the Convention of the Child's Rights and cultural rights;
c)    To assure by all possible means the protection of the physical and moral integrity of the associates involved in the activity of the Association while performing their duties;
d)    To organize the material and human means for the defense of their rights, promotion and improvement of work conditions and life, through collective negotiations, of funds and others;
e)    To defend the individual or collective freedoms and the associates' interests in the performance of their activities;
f)    Promotion of the defense of health, hygiene and safety in the ambit of their Communities and of the Association;
g)    To promote means for the associates' education through seminars, conferences, lectures, etc;
h)    To promote the defense of the interests of their Association in achieving its goals;

The rights of the Associates of Ussoforal are as follows:  

1-    To choose and to be chosen for the organs of Ussoforal.
2-    Freedom of associative expression.
3-    Free access to the centers of work that belong to the Association.  
4-    To benefit from the juridical and judicial support of the Association in everything that is linked to the same activity.  
5-    To benefit from the Social Fund of the Association in terms of the General Assembly.
6-    To inform and be informed of the activities of the Association through the persons in charge.
7-    To present complaints and suggestions to the Secretariat on action of the Association.
8-    To receive Members Card, Statutes, Programs and other documents of the Association.
9-    To benefit and to contribute in all the activities of the Association.

The duties of the Members of Ussoforal are as follows:

1.    To inform on all the acts that are considered abnormal to the good operation and development of the activities of the Association.
2.    To pay their Share on time.
3.    To respect the consensus of opinion.
4.    To respect and be respected by the friends and superiors.
5.    To accept and to take part in all the activities of the Association.
6.    To carry out the functions completely that they have been chosen to perform, with fidelity, dedication and zeal.

1.    They can be Partners of the Association (Ussoforal), all the Children, Friends, Residents of the Neighborhood of Plaque 2, in the terms of Art. 1 of the present Statute.
2.    The request of Admission of Partner, should be in writing and addressed to the Secretariat of the Association that will emit the opinion on the Directorate.

There are 3 (three) qualities of Partner in Ussoforal Association:

1.    Ordinary partner
2.    Extraordinary partner
3.    Honorary partner

-    An Ordinary Partner is the one that is described in Point 1 of Art. 1 of the present Statute and who pays a monthly Fee of 500 Fcfa.
-    He is considered an Extraordinary Partner the one that usually resides abroad and pays an annual Fee of 6.000 Fcfa.
-    He is considered Honorary Partner a foreign or collective individuals who are involved in the social, cultural and sport cause or who in general have rendered important services and that the General Assembly under proposal of the Directorate decides to distinguish with this title, and who willingly pays his Fee of 1.000 FCFA monthly.

They can be readmitted as Partners of Ussoforal under the following conditions:

1.    After hearing the Jurisdictional Board´s opinion, the General Assembly can decide on this issue.

a)    In case the readmission is accepted, it will be considered as a new admission.

Ussoforal is composed of the following organizational structures:

a)    - General –Assembly
b)    - National Board
c)    –Secretariat
d)    –Fiscal Board attorney
e)    –Legal Board

1.    The General Assembly of Ussoforal, constituted by the elect delegates through direct and universal vote.  
2.    The General Assembly ordinarily gathers in every 4 months  and extraordinarily at the request of 2/3 of the Partners;
3.    The announcement of the convocation of the General Assembly should contain the Agenda, date, venue and hour, 15 days before before the meeting.

They are Competences of the General Assembly of Ussoforal:

1.    To choose the National Board  
2.    To choose the Secretariat
3.    To choose the President
4.    To choose the Fiscal Board
5.    To choose the Legal Board
6.    To dismiss the Organs of Ussoforal and to mark new Elections.
7.    To review the Statute of Ussoforal.
8.    To deliberate on the coalition of Ussoforal with other Organizations.
9.    To approve the Program of Action of Ussoforal.
  10.  To alter the value of the fee of the Partners.
  11.  To dissolve Ussoforal under the approval of 2/3 of the Police officers.
  12.  To decide its Filiation in other Organizations.

Under the Regulation of Ussoforal Operation, partners can candidate for the position of the organs, the Partners who exercise their civic, social and cultural rights.

1.    It is inadmissible to candidate for the head of Ussoforal organ, the condemned Partners, prohibited or disabled that are  to be sentenced to prison or that have pending cases in the criminal Court.
2.    It considered candidate to the organs of the Ussoforal Directorate, the Partners from 18 to 65 years of age.
3.    all the Partners can candidate for the President of Ussoforal those that have paid their fees, and have been chosen as Delegates of the General Assembly.
4.    Within the work sessions before the General Assembly, it competes the National Board to create the Electoral Commission, organ entrusted of guiding, fiscalizing and  coordinating all the democratic acts (election) of the organs of the Association and to stand for the exemption and neutrality of the competitive Lists.
5.    Concerning the result of the elections, it is the prejudiced candidates´ duty to present any issue of the electoral process that is irregular  within 48 hours to the Electoral Committee, a competent organization to analyze the irregularity of the process.
6.    The chosen List can assume the functions when they are  notified of the final decision that considers unfounded the attempted action, if such is the case.
7.    The notification foreseen in the previous number, is done by the Electoral Committee, within the maximum period of 2 days after having reached the final decision.
8.    In case the elections are declared irregular, the attributions of the board of the General Assembly, will be insured by a temporary directive Committee until the accomplishment of the new electoral act.
9.    The swearing-in the elected organs, will be made within 15 days after the confirmation of the legibility by the Electoral Commission.

1.    The competitive lists for the organs of Ussoforal, should constitute as deposit in the Electoral Commission, the following identification doocuments:

-    Copy of the Identity Card;
-    Copy of Partner's Card;
-    Criminal Record;  
-    Curriculum Vitae.
 
2.    In the lists them the candidates should include the names of the Partners that will fill out the positions in each organ.
3.    Each component List will identify the representative to be integrated in the Electoral Commission.
4.    The President of the Electoral Commission can be appointed to the General Assembly, but he cannot be the element of one of the competitive Lists.
5.    Each competitive List should be guaranteed (deposited) for 15 days to the Associates.
6.    The period of presentation of the candidacy is 15 workdays  days before the beginning of the General Assembly.
7.    It is prohibited to deposit more than one List for candidacy.
8.    It is the Electoral Committee´s duty to create its own Regulation, it should conscientiously obey the decision of the  Illegibility Law.
 

1.    The National board of Ussoforal is composed of 10 elect members for the General Assembly, for direct, universal and secret scrutiny, of complete normative lists, choosing the list that has larger vote.
2.    The National Board is the maximum organ between two Assemblies and its duties are:

a)    To meet ordinarily 2 times a year for analysis and approval of the budget of operation of the Association and, extraordinarily at the request of 2/3 of  the members;
b)    To propose the rectification by the General Assembly of the filiation in the national and international organizations;
c)    To analyze the internal life of the Association and to take steps for the good operation.
d)    To decide the sanctions to apply to faulty leaders under proposal of the Legal Board.
e)    To celebrate collective work conventions, through the Secretariat.
 

The Secretariat of Ussoforal is the Executive Organ and its duties are:

1.    To veil for the execution of the Statutes and the emanations of the General Assembly and of the National Board.
2.    To propose the National Board the creation of the delegations of Ussoforal.
3.    To emit and to negotiate with entities and cooperation partners.
4.    To elaborate the projects of word order of the National Board.
5.    To elaborate the actividades plan.

The president of Ussoforal is a prominent figure and her duties are:

1.    To assure the internal operation of Ussoforal.
2.    To preside the meetings of the Secretariat and of the National Board.
3.    To represent Ussoforal internally and externally.
4.    To define and to distribute tasks.
5.    To coordinate and to control the activities of the Secretariat.
6.    To initial cooperation agreements with the Partners.
7.    To sign Cards of Partners.
8.    To initial collective agreements with other Associations and Entities.

1.    The Legal Board is an autonomous Structure with its own personality.
2.    The Legal Board is composed of 3 (three) elect members for direct and secret vote, through the normative List and its duties are:

a)    To establish all the jurisdictional cases on diferendos that occur among organs of Ussoforal and to submit to the National Board for appreciation and final decision;
b)    To propose to the National Board on the sentences to be applied to the Partners who violates the regulations;
c)    To inform the National Board about the execution of the sentences for those sanctioned and of other subjects that  in the terms foreseen in Art. 6 point 2, the readmission requests should be justified with the irreversibility of the same expertise;
d)    To elaborate its own Operative Regulation;
e)    To attend the meetings of the National Board and to present the Report of its activities;
f)    To answer everything that regard the internal jurisdiction  at all levels of Ussoforal
 
3.    The 3 (three) members mentioned in the point 2 of this Article are: 1 (a) President, 1 (a) Vice-president and 1 (a) Secretary.
4.    The penalties evoked in paragraph a) and b) of the point 2,  can only be applied the Legal Board.  

1.    The present Statute can only be altered or reviewed by the General Assembly.
2.    The project of revision of the Statutes should be sent to the  Partners within 30 days beginning on the date of the summons of the General Assembly.
3.    The alterations of the Statutes will have to be approved by the  majority of 2/3 of the present delegates in the General Assembly.

The Organs of Ussoforal in all the levels will only be able to decide validamente since they are more than 1/3 of your members efectivos present in the middle of the joy of your statutory rights.

Ussoforal´s funds are :
a)    –Fees of its Associates;
b)    –Donations of the other National and Foreign Organizations,
singular and collective persons, etc;
c)    – recreational, cultural and sport activities should be developed
for the effect.

The Slogan of Ussoforal is:
 
TO DEFEND, TO PROMOTE, TO PRESERVE, TO RESEARCH AND TO DEVELOP.

-    At the top it contains: ‘‘ USSOFORAL ' ' the acronym of the Association.
-    In the central part: ‘‘ TWO CHILDREN JOINING HANDS,  HOLDING A DOVE THAT REPRESENTS PEACE, ONE FOR OF THE SUN SYMBOLIZING being BORN OF the HOPE, A BALAFON and A KORA SYMBOLIZING the MUSIC AND HAPPINESS ' '.
-    The circumference contains the following sayings: ‘‘  CHILDREN HOLDING HANDS ' '.
-    In the inferior part a bow with the WRITING ‘‘GUINÉA-BISSAU ‘‘.
